Finance Officer
Grade: 12
Salary Range: $34,895.06 – $50,597.84
FLSA Status: Exempt
The Town of Holly Ridge, population 1493, is seeking an experienced local government finance professional to serve as the Town’s Finance Officer. This position is responsible for directing all operations of the Finance Department and provides hands-on professional and administrative accounting services to the Town. This position is a member of the Town’s senior management team and reports to the Town Manager.
Required Knowledge Skills and Abilities:
The successful candidate must possess integrity and proven leadership ability. Candidate should have demonstrated knowledge of disbursement and accounting of municipal funds, general ledger preparation and maintenance, billings and general revenue collections, cash management, and investing. The ability to perform fiscal and trend analysis, revenue forecasting, capital budgeting and planning, financial reporting, and related financial management tasks is imperative. Demonstrated management and organizational skills, including the ability to oversee the accounts payable and receivable processes and payroll preparation are required. Strong interpersonal skills are essential in order to communicate effectively, make presentations and build positive relationships both internally and externally. Candidate must possess ability to advise Town Manager and Town Council on financial issues and assess the financial condition of the Town. Thorough knowledge of NC General Statutes and local ordinances governing municipal financial practices and procedures is crucial. Knowledge and experience about establishment and taxation within Municipal Service Districts financing is a plus. Strong computer skills are required.
Educational and Experience Requirements:
Graduation from a four year college or university with a degree in accounting/related field with considerable experience in public finance administration including some supervisory experience or an equivalent combination of education and experience. Certified Municipal Finance Officer or ability to obtain such certification is preferred.
