General Definition of Work
Performs difficult skilled technical work performing building, electrical, mechanical or plumbing inspections, reviewing plans, maintaining appropriate records and files, preparing reports, and related work as apparent or assigned. Work is performed under the close supervision of the Code Enforcement Supervisor.

Essential Functions
Performs electrical, building, mechanical, plumbing and minimum housing inspections. Inspects and/or investigates potentially dangerous or illegal conditions involving existing structures until resolved or condemned. Examines plans for code compliance and other issues that may cause problems. Generates files and issues permits. Generates paper work and keeps records. Deals with the public; receives and responds to inquiries; searches records to find things for citizens; investigates complaints; takes care of routine requests. Attends training/meetings to stay up to date on codes, technology and policies

Knowledge, Skills and Abilities
Knowledge, Skills and Abilities – Knowledge of all types of construction materials and methods and of stages of construction when possible violations and defects may be most easily observed and corrected; knowledge of state building, electrical, mechanical and plumbing codes and related laws and ordinances; ability to detect poor workmanship, inferior materials and hazards of fire and collapse; ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process; firmness and tact in enforcing building codes; ability to establish and maintain effective working relationships with contractors, building owners, associates and the general public.
Education and Experience – High school diploma or GED and extensive experience in the building construction trade, or equivalent combination of education and experience.

Special Requirements
Possession of electrical, building, mechanical and plumbing Level I certification or ability to obtain Level I certification in all fields within two years of hire. Valid driver’s license in the State of North Carolina.
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires standing, speaking or hearing and using hands to finger, handle or feel, frequently requires walking and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling; work requires lose vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (nonweather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).
